If anyone is looking for an alternative to Evapo-Rust you might want to try Rust911. I picked some up a while back and just finished a little 24-hour soak test. See the before and after pictures below - I'm pretty happy with the results.

Does it leave the surface smooth enough to paint?  I have used Ospho that contains phosphoric acid combined with a wetting agent for years -it does neutralize the rust but leaves the surface rough.
